David Wren is a municipal attorney and founding partner of Wren & Associates LLC, a registered agent firm. State corporate filings show that Wren & Associates is the registered agent for Meridian Infrastructure Solutions, Apex Civic Partners, and Cornerstone Municipal Services — three companies that collectively received $18 million in no-bid city contracts between 2019 and 2024.
Wren served on the city's Procurement Advisory Board from 2018 to 2022. He resigned from the board in December 2021 — one month before Apex Civic Partners received its largest single contract, a $3.8 million award in January 2022.
Corporate filings show Wren is listed as a principal in two of the three shell companies. He is also identified as a campaign contributor to Deputy Administrator Gerald Fitch.
Wren did not respond to requests for comment. His law firm's website was taken offline in April 2026, shortly after The Public Record began making inquiries.
